This structure will contain the opcode mapping tables in the next
commit. For now, this is the mechanical change to plumb it into all
the necessary places, and it continues simply holding devinfo.

Instead of having two different helpers, delete the pipeline_cache ones.
Also, instead of manually handling the cache == NULL case in every
vkCreateFooPipelines call, handle it inside the helpers. This means
that BLORP can use them too by passing cache=NULL.

The chipset_id should be named after i915 ioctl that's called
to get the device id. In user space this field holds pci device
id in reality. We now have a pci_device_id queried from drm
instead using the ioctl, so there is no much reason to keep
the chipset_id for the same purpose.

This doesn't look too different from other compile functions we have in
anv_pipeline.c. The primary difference is that ray-tracing pipelines
have this weird two-stage thing where you have "stages" which are
individual shaders and "groups" which are sort of mini pipelines that
are used to handle hits. For any given ray intersection, only the hit
and intersection shaders from the same group get used together. You
can't have an intersection shader from group A used with an any-hit from
group B. This results in a weird two-step compile.

When we have softpin, we know the address of the shader constant data at
shader upload time because it's sitting at the end of the shader. This
commit changes ANV to use patch constants to embed the address in the
shader patch the right address in at upload time. This allows us to
avoid having to set up a UBO binding on-the-fly for shader constants.
This commit uses an A64 message but it's quite possible that we could
also use an A32 message and make the dataport do the 64-bit add for us.
However, load_global is what we have right now so it was easier to just
use that.

Header is defined at vkGetPipelineCacheData spec, in any vulkan
version, and anv, tu and radv were using the same struct, and v3dv was
about to do the same.
Defining the same struct four times seemed odd, so let's define on a
common place.

Having to always pull the physical device from the instance has been
annoying for almost as long as the driver has existed. It also won't
work in a world where we ever have more than one physical device. This
commit adds a new field called "physical" to anv_device and switches
every location where we use device->instance->physicalDevice to use the
new field instead.

Instead of blindly dirtying descriptors and push constants the moment we
see a pipeline change, check to see if it actually changes the bind
layout or push constant layout. This doubles the runtime performance of
one CPU-limited example running with the Dawn WebGPU implementation when
running on my laptop.
NOTE: This effectively reverts beca63c6c0. While it was a nice
optimization, it was based on prog_data and we can't do that anymore
once we start allowing the same binding table to be used with multiple
different pipelines.

It turns off that emitting push constants is one of the hottest paths in
the driver and ANY work we do there costs us. By pre-computing things a
bit ahead of time, we shave 5% off the runtime of a CPU-limited example
running with the Dawn WebGPU implementation.

This is really where they belong; not push constants. The one downside
here is that we can't push them anymore for compute shaders. However,
that's a general problem and we should figure out how to push descriptor
sets for compute shaders. This lets us bump MAX_IMAGES to 64 on BDW and
earlier platforms because we no longer have to worry about push constant
overhead limits.

If the user didn't provide a pipeline cache and we're using the
default internal pipeline cache, then we shouldn't consider a cache
hit for VK_EXT_pipeline_creation_feedback as the application did not
provide a cache.

This is what we're actually storing in the descriptor set and consuming
when we bind surface states. This commit renames image_count to
image_param_count a few places and moves the decision to not count image
params on gen9+ into anv_descriptor_set.c when we build the layout.

The Vulkan API provides a mechanism for applications to cache their own
shaders and manage on-disk pipeline caching themselves. Generally, this
is what I would recommend to application developers and I've resisted
implementing driver-side transparent caching in the Vulkan driver for a
long time. However, not all applications do this and, for some
use-cases, it's just not practical.

If a client is dumb enough to not specify a pipeline cache, give it a
default. We have to create one anyway for blorp so we may as well let
the client cache shaders in it.

ssize_t is a GNU extension and is not available on Windows or MacOS.
Instead, we use intptr_t which should be effectively equivalent and is
part of the C standard. This should fix the Windows and Mac OS builds.

This burns an extra 10k of memory or so in the case where you don't have
any images. However, if you have several shaders which use images, this
should be much less memory. It also gets rid of a part of prog_data
that really has nothing to do with the compiler.

This gets rid of all of our hand-rolled size calculation and
serialization code and replaces it with safe "standards" that are used
elsewhere in anv and mesa. This should be significantly safer than
rolling our own.
