radeonsi: fix a nasty bug in si_pm4.c
...
If you did:
si_pm4_set_reg(pm4, reg, val0);
si_pm4_cmd_add(pm4, val1);
si_pm4 set_reg(pm4, reg + 4, val1);
it wrote val0 to reg, val1 to reg + 4, and val2 to reg + 8.
This fixes it by clearing last_opcode in si_pm4_cmd_add, so that
si_pm4_set_reg doesn't try to combine set_reg calls across si_pm4_cmd_add.

We already use GFX9 and I don't want us to have confusing naming
in the driver. GFXn naming is better from the driver perspective,
because it's the real version of the gfx portion of the hw. Also,
CIK means Bonaire-Kaveri-Kabini, it doesn't mean CI.
It shouldn't confuse our SDMA, UVD, VCE etc. code much. Those have
nothing to do with GFXn and they have their own version numbers.

gallium/drivers: Sanitize NULL checks into canonical form

Use NULL tests of the form `if (ptr)' or `if (!ptr)'.
They do not depend on the definition of the symbol NULL.
Further, they provide the opportunity for the accidental
assignment, are clear and succinct.

- ndw is at most 115 (init), set 140 as the maximum
- compute needs 4 buffers per state, graphics only needs 1; set 4 as the maximum

radeonsi: move vertex buffer descriptors from IB to memory
...
This removes the intermediate storage (pm4 state) and generates descriptors
directly in a staging buffer.
It also reduces the number of flushes, because the descriptors no longer
take CS space.
