The function would return both the 3d and array flags set for 2d array,
and would return just 3d for cubes. Fix the flags so that they are
appropriate for images.

SpvOpAtomicLoad and SpvOpAtomicStore are translated into
nir_intrinsic_image_deref_store/load instead of some separate
atomic intrinsics, however they don't have src or dest type
specified. Turnip doesn't support shaderImageFloat32Atomics
so type is just integer.

We're about to introduce conversion ops which are going to want two
different types. We may as well just split the one we have rather than
end up with three. There are a couple places where this is mildly
inconvenient but most of the time I find it to actually be nicer.

Use the sampler type instead, which was recently plumbed through core
NIR, for load/store and the right type for atomics. This removes the
last hard dependency on the image format.

This means you can directly use format utils on it without having to have
your own GL enum to number-of-components switch statement (or whatever) in
your vulkan backend.
Thanks to imirkin for fixing up the nouveau driver (and a couple of core
details).
This fixes the computed qualifiers for EXT_shader_image_load_store's
non-integer sizeNxM qualifiers, which we don't have tests for.

Just make it be all SSBOs then all storage images. The remapping table
was there to make it so that the big gap present from gallium's atomic
lowering would get cleaned up, but that's no longer case. The table has
made it very hard to support Vulkan storage images, so it's time for it to
go.
This does mean that an SSBO/IBO that is only loaded (or size-queried) will
now occupy a slot in the table where it wouldn't before. This seems like
a minor cost compared to being able to drop this much logic.
With the remapping table gone, SSBO array handling for turnip just falls
out.

We have the GLSL type, so we can just ask it how many coordinates there
are. The GLSL function already has Vulkan cases that we'd probably want
eventually.

Images and SSBOs don't map directly to the hw. They end up being part
texture and part something else. Starting with a6xx, the hack used for
a5xx to smash the image tex state into hw texture state starting from
MAX counting down won't work, because we start using tex state also for
SSBO read.
