Fossilize always enables all supported extensions, that means that
adjust_frag_coord_z would always be enabled on RDNA2, even if the
application doesn't enable it. The pipeline key would then be different
and precompilation wouldn't work. Move this per-pipeline since we can
know if VRS will be used.

When not in passthrough mode, the NGG shader needs to calculate the
primitive export value from the input primitive's vertex indices.
So, GS vertex offset 2 is needed when NGG has triangles
and isn't in passthrough mode.

With VK_EXT_graphics_pipeline_library, shader modules can be NULL and
be passed via the pNext of VkPipelineShaderStageCreateInfo. To prepare
for this, just store everything we need to radv_pipeline_stage.

After SPIRV->NIR, the driver shouldn't rely on the module. This will
still report messages via VK_EXT_debug_report but the object will be
NULL.

Since neither PKT3_LOAD_SH_REG_INDEX nor PKT3_COPY_DATA work with compute
queues on GFX7-10, we have to load the dispatch size from memory in the

For some games that take like 400 MiB of shader binaries, the
number of shader arenas ends up going >1500. Cut that down a bit
by using larger arenas.
8 MiB should still be decent with small BAR and should still cut
things down from ~1500 to ~50 buffers.

This option only applies to relative shuffles (up/down/xor), and in a
moment we're going to add an option to lower normal shuffles, so rename
it.

Doing this for ir3 required adding a struct for limits of how much base to
fold in (which NTT wants as well for its case of shared vars), otherwise
the later work to lower to the 1<<9 word limit would emit more
instructions.
The shader-db results are that sometimes the reduction in NIR instruction
count results in the fewer sampler prefetches due to the shader being
estimated to be shorter (dota2, nexuiz):
total instructions in shared programs: 8996651 -> 8996776 (<.01%)
total cat5 in shared programs: 86561 -> 86577 (0.02%)
