Having PCI bus and dev info in the base struct
'intel_device_info' enables us to utilize the info across
multiple drivers for several purposes, such as computing
device uuids in a multi-gpu system.

Note that this causes a geometry slice to be disabled if any DSS is
fused off within that slice, which may seem stricter than the BSpec
quotation implies, but testing shows that pixel pipes with any faulted
DSS don't work at all, and that using a slice with any faulted pixel
pipe leads to serious graphics corruption.
It would be better to query this geometry topology information from
the hardware instead of trying to reconstruct it here, but the kernel
interface for that is not available yet.

Rather than having 2 paths to set the slice/subslice/eu masks, reuse
the other internal functions. This simplifies finding bugs within this
code :
* If we have i915 query topology support, update_from_topology() is
called.
* If we don't have query topology support but we have getparam for
slice/subslice/EU, we generate a topology data and call
update_from_topology()
* If we have no kernel support to query any kind of topology, we
generate the values return by the kernel for slice/subslice/EU and
call update_from_masks() which in turns calls
update_from_topology()

INTEL_DEBUG is defined (since 4015e1876a) as:
#define INTEL_DEBUG __builtin_expect(intel_debug, 0)
which unfortunately chops off upper 32 bits from intel_debug
on platforms where sizeof(long) != sizeof(uint64_t) because
__builtin_expect is defined only for the long type.
Fix this by changing the definition of INTEL_DEBUG to be function-like
macro with "flags" argument. New definition returns 0 or 1 when
any of the flags match.
Most of the changes in this commit were generated using:

This consolidates several duplicated pieces of code into devinfo.
max_scratch_ids is an array that provides the max number of threads
for the rendering and compute stages.
This fixes some exceptions missed by crocus for scratch ids on haswell
and cherryview.
It also fills out devinfo->max_scratch_ids properly for stages VS
through CS on Gfx12.5. But, functionally this should not make a
difference as Gfx12.5 already uses COMPUTE for all stages.

This commit does several things:
* Unify code common to several drivers by evaluating INTEL_NO_HW within
intel_get_device_info_from_fd (suggested by Jordan).
* For drivers that keep a copy of the intel_device_info struct, a
separate copy of the no_hw field is now unnecessary. Remove them.
* Minimize kernel queries when INTEL_NO_HW is true. This is done for
code simplification, but we may find reason to undo this later on.

This is distinct form max_cs_threads because it also encodes
restrictions about the way we use GPGPU/COMPUTE_WALKER. This gets rid
of the MIN2(64, devinfo->max_cs_threads) we have scattered all over the
driver and puts it in a central place.

Braswell, a particular Cherryview variant, is especially strange. We
can't even get the chip name from the PCI ID and instead have to look at
fusing information to decide if it's a 400 or a 405. Pull that into the
common code as well. This fixes BSW naming on ANV and crocus.

Cherryview is weird in that the actual limits we can expose through GL
are dependent on fusing information which is only obtainable at runtime.
The same PCI ID may have different configurations with different maximum
CS thread counts. We currently handle this in i965 and ANV by doing the
calculation in the driver.
This dates back to when intel_device_info was computed from the PCI ID.
Now that we have get_device_info_from_fd, we can move the CHV stuff
there and get it out of the driver. This fixes CHV thread counts on
crocus as well.

Unlike Gen11, Gen12 hardware supports up to three pixel pipes per
slice.
Unfortunately the kernel interface is somewhat inconsistent between
Gen11 and Gen12: I915_PARAM_SUBSLICE_MASK returns a mask of enabled
*dual* subslices since TGL, so there is half the number of bits per
pixel pipe in the mask. This is worked around here so we're able to
calculate the correct size of each pixel pipe, but the result is
returned in dual subslice units, inheriting the inconsistency from the
kernel -- Reason is that as of now all our Gen12 subslice counts
returned by gen_device_info.c are really dual subslice counts, and the
num_eu_per_subslice counts are also scaled accordingly, so it seems
like it would only make the matter worse if I fixed the units of this
field only without also fixing the rest.

Below Deqp CTS failure is seen on KBL GT1(tested on 0x5906) only ,
GT2 all test passes, changing the max shader geometry to 256
