Most of NIR doesn't allow doing array indexing on a vector (though it
does on a matrix). However, nir_lower_io handles it just fine and this
behavior is needed for shared variables in Vulkan. This commit makes
glsl_get_array_element do something sensible for vector types and makes
nir_validate happy with them.

This pass is a replacement for the nir_lower_samplers pass, which has the
advantage of keeping sampler references as derefs. This allows a unified
treatment of texture instructions and image intrinsics in the backend.
glsl_print_type() prints arrays of arrays incorrectly. For example,
a type with name float[3][7] would be printed as float[7][3]. (This
is an array of length 3 containing arrays of 7 floats.) cdecl says
that the type name is correct.
glsl_print_type() doesn't really do anything above and beyond printing
type->name, and glsl_print_struct() wasn't used at all. So, drop them.

At a later stage we might want to split out the NIR specific [XXX:
which one was it], as to make things move obvious and rename the files
appropriately. This patch aims to split it out of nir.
