This approach is available since meson 0.47.0 which we depend on.

We're in 2022 now, and HTTPS is available in a lot more places in the
past. Let's upgrade some links, to protect the privacy of our readers.
The links that are left either don't support HTTPS, or are simply dead
and needs to be updated anyway. That's besides the scope of this
merge-request, so I'm leaving that for someone else.

LLVM 16 requires this since [0] and instead of just going all over the
various directories and adding overrides it should be easier to just
raise this globally. GCC supports C++17 since GCC 8 (2018), Clang since
version 5 (2017). Debian Buster (oldstable) has GCC 8.3 and Clang 7.0,
so all major distributions should have this and there shouldn't be an
issue with bumping.

Android.mk files haven't really been supported by Mesa devs for a long
time. Most of us have been willing to update Makefile.sources if we
remember and sometimes we try to blind code some Android.mk for a new
generator. However, the reality is that it breaks regularly and ends up
being maintained by the Android community. To address this problem
another approach was implemented in !10183 utilizing the maintained
meson build system. The old Android.mk files are no longer required.
This commit was created with the following commands:
git rm **/Android.mk
git rm **/Android.*.mk
git rm **/Makefile.sources
git rm CleanSpec.mk

The "-devel"-suffix is only helpful to RedHat users. Debian based
distros use "-dev" instead. But let's get out of the distro-specific
business, and instead just spell out "development", as this applies
regardless of naming-scheme.

This uses the previously added scripts to convert the documentation to
reStructuredText, which is both easier to read offline, and can be used
to generate modern HTML for online documentation.
No modification to the generated results have been done.
