Jesse Natalie f36921effe wgl: Refactor drivers to a libgallium_wgl.dll
I'd like to support EGL on Windows, using the same architecture as Linux.
On Linux, libgallium_dri.so is a "megadriver," containing the Mesa Gallium
state tracker, plus the actual driver implementations.

Now, on Windows, libgallium_wgl.dll is a proper OpenGL ICD, and OpenGL32.dll
is just a stub DLL which implements the wgl* APIs in terms of that ICD.

This is the more "architecturally clean" way to share the state tracker
between EGL and WGL.

Jason Ekstrand d4b482d378 android: Drop the Android.mk build system
Android.mk files haven't really been supported by Mesa devs for a long
time. Most of us have been willing to update Makefile.sources if we
remember and sometimes we try to blind code some Android.mk for a new
generator. However, the reality is that it breaks regularly and ends up
being maintained by the Android community. To address this problem
another approach was implemented in !10183 utilizing the maintained
meson build system. The old Android.mk files are no longer required.

This commit was created with the following commands:

    git rm **/Android.mk
    git rm **/Android.*.mk
    git rm **/Makefile.sources
    git rm CleanSpec.mk

This change adds a gallium D3D10 state tracker that works as a WDDM UMD

d3d10warp.dll.

This has been used to run Microsoft Windows HCK wgf11* tests with

Known limitations:
- TGSI (no NIR)
- D3D10 only (no D3D11 support yet)
- no WINE integration (WINE doesn't implement WDDM DDI.)

Axel Davy 7fbd7bb7cb st/nine: Default tearfree_discard to true
With tearfree_discard=false, we tear when rendering
fullscreen apps with vsync off.

This is a feature in the sense it's the same as the native
implementation. This also means lower input lag.

However I think most users will prefer to have no tearing,
and don't care about sub refresh-rate input lag.

Thus it's better to default tearfree_discard to true.

Axel Davy c19a841fd4 st/nine: Default thread_submit to true
When rendering fullscreen with vsync on at
a rate close to the refresh rate, you can
miss pageflips by submitting buffers for pageflip
that end up not finished being rendered when the pageflip is due.

With Nine in this situation you could get half the refresh
rate fps before this patch.

Due to the way the presentation backend is implemented,
it's not possible to easily detect the situation and adapt (use
one more backbuffer, but only in this scenario to not increase input
lap when the issue is not present).

thread_submit doesn't have this issue.

Let's default thread_submit to true.
