egl: change a couple of clang-format settings This code was written with 80-char lines in mind; changing that to 100 with the common .clang-format unnecessarily reflows a lot of code that looks fine like this. `AlwaysBreakAfterReturnType: All` might be something that we want everywhere, but for now only set it here, to match existing code.
