Some applications may request an indirect context but this feature is
disabled by default on Xorg and thus context creation will fail.
This commit adds a drirc setting to force the creation of direct glx
context, regardless of what the app is requesting.

The GLSL spec says it's an error if a shader statically writes to these
2 variables.
Until this commit, Mesa refused to link a shader if it had an unused
function writing to one of these variables while another (used) function
wrote to the other.
This commit adds an option to perform dead function elimination after
the intra-stage linking step but before performing these checks.

There's no danger of accidentally using these, the default pixel format
is integer and if you want float you need to have explicitly asked for
it in eglChooseConfig.

This is basically the same workaround as in 9b577f2a88 (driconf, glsl: Add a
vs_position_always_invariant option) commit but for tesselation evaluation
shaders. Some applications do not mark outputs as precise in tesselation
evaluation shaders which can lead to different results in case some
optimizations were applied.

This is similar to the transcode_etc flag in that it changes the ASTC
fallback (when present) to use DXT5 instead of RGBA8888. This reduces
the memory footprint of the app at the expense of a bit of correctness.
Because it's not quite correct, it's hidden behind a driconf option.

Now that we introduced the generic glx_extension_override option,
we can remove the glx_disable_oml_sync_control,
glx_disable_sgi_video_sync, and glx_disable_ext_buffer_age ones.
It seems like the only user for them was the vmwgfx, and only for
Gnome and Compiz which are covered by the default mesa driconf. This
means that it is unlikely for a user to have these options set in
their local driconf file.

No Mans Sky dropped its OpenGL backend on April 16, 2019 in favour
of its Vulkan backend. So here we drop the old OpenGL workarounds.

The CTS now tests to make sure these are not allowed. However, previously
drivers (including Mesa) would allow them to exist and just issue a
warning. Some old applications such as Champions of Regnum seem to
depend on this.

Many applications use multi-pass rendering and require their vertex
shader position to be computed the same way each time. Optimizations
may consider, say, fusing a multiply-add based on global usage of an
expression in a shader. But a second shader with the same expression
may have different code, causing that optimization to make the other
choice the second time around.
The correct solution is for applications to mark their VS outputs
'invariant', indicating they need multiple shaders to compute that
output in the same manner. However, most applications fail to do so.
So, we add a new driconf option - vs_position_always_invariant - which
forces the gl_Position output in vertex shaders to be marked invariant.

Expose configs when allow_fp16_configs has been enabled and
DRI_LOADER_CAP_FP16 is set in the loader.
Also, make kms_swrast_dri respect format bpp, to allow for allocating
buffers wider than 32 bpp.
Make fp16 opt-in for gallium.

The spec seems clear this is not allowed but the Nvidia binary
forces apps to add layout qualifiers so this works around the
issue for No Mans Sky until the CTS can be sorted out.

This relaxes a number of ES shader restrictions allowing shaders
to follow more desktop GLSL like rules.
This initial implementation relaxes the following:
- allows linking ES shaders with desktop shaders
- allows mismatching precision qualifiers
- always enables standard derivative builtins
These relaxations allow Google Earth VR shaders to compile.

Support driconf option 'allow_rgb10_configs' on gallium
to allow per application enable/disable.

We will switch to the pipe_loader loading the configuration options,
so that they can be passed to the driver independently of the state
tracker.
Put the description into its own file so that it can be merged easily
with driver-specific options in future commits.
