Emma Anholt d4b6d03408 r300/r600: Add drm-shim support.
I was tired of swapping gpus around just to check shader-db results of MRs
for these.  I put it in src/amd since it doesn't make sense in either of
r300 or r600.

Emmanuel Gil Peyrot c238faf746 radv: Allow building when LLVM isn’t enabled
Now that ACO is considered feature-complete, it can be nice to avoid the
huge LLVM dependency when one only wants a Vulkan driver.

This patch allows radv to be built without LLVM.  The two features which
get disabled are RADV_DEBUG=llvm and shader disassembly.  The latter
is an issue for debugging, so I added a warning that this configuration
is unsupported.

Timur Kristóf 3a08110d43 amd: Move all amd/common code that depends on LLVM to amd/llvm.
This commit is a step towards the goal of being able to build RADV
without LLVM. In the future we would like to offer the option to
use RADV solely with ACO. There is still a need for the common AMD
code located in amd/common but the LLVM specific parts need to be
separated.

Bas Nieuwenhuizen 40087ffc5b amd: Build aco only if radv is enabled
ACO depends on C++14, but radeonsi/radv with LLVM 8,9 do not. Let us
only require it for RADV, since that is the only user.

Dylan Baker 673dda8330 meson: build "radv" vulkan driver for radeon hardware
This builds, installs, and has been tested on a r290x (Hawaii) with the Vulkan
CTS. It dies horribly in a fire at the same point for the meson build as the
autotools build.

v2: - enable radv by default
    - add shader cache support and enforce that it's built for radv
v3: - Fix typo in meson_options (Nicholas)
    - strip trailing 'svn' from llvm version before setting the version
      preprocessor flag (Bas)
    - Check for LLVM module requirements
