This turned out to be not a CTS bug but rather hardware bug around the
cache handle BCn textures.
It requires significant tracking to detect such cases, and it's likely
not worth a workaround since reading a texture as both compressed and
uncompressed in succession shall not be a realistic use case.

These tests are flaky and should not be treated as expected-fail.
This also removes the duplicates from the fail list which was breaking CTS
runner.

is flakey crashing on RENOIR and VEGA10.

Add dEQP-VK.glsl.builtin.precision_double.determinant.compute.mat3
which fails on all generations.
It looks like CTS should relax tolerance slightly.

The main thing is VK 1.3 testing, but also includes test bugfixes. The
1.3 CTS required an uprev of deqp-runner to handle a new style of test
output, and that deqp-runner brings in some neat new features, too (piglit
in your deqp-runner suite, and extension list checking).
A bunch of VK tests got renamed, so I replaced panvk's custom test list
with simple include filters on the main test list.

Now that RADV is exposing Vulkan 1.3 by default, VKCTS is getting
confused by it and fails 2 tests:
- dEQP-VK.api.version_check.version: This version of CTS does not
support Vulkan device version 1.3.204 (Fail)
- dEQP-VK.info.device_properties: deviceProperties apiVersion not
valid (Fail)
Mark both of these failures as expected, while we wait for VKCTS 1.3
to be released.

We have two testsuites with the same format for fails/flakes/skips files,
and test names that are definitely unique. As I'm about to add a third
testsuite (gtest for libva-utils), so let's have just one file each for
fails/flakes/skips instead of one per type of testsuite. This starts the
move with just the bulk rename of deqp.
