Merge the lp-surface-tiling branch into master. This branch implemented dual representations of texture/drawing surfaces: one in the conventional linear layout and the other the tiled layout which is used by the fragment shader pipe. Per-tile flags indicate the layout of each image tile. In many situations this lets us avoid converting image data between the two layouts.
