Timothy Gu e949a91a19 pcl: explicitly disable pcap 
winpcap package is broken: it doesn't install many headers needed by normal
applications like pcl. If it is installed before `make pcl`, the pcl build
system falsely believes the installation is legit and tries to build against
winpcap, and fails.

Therefore, before fixing winpcap, it is better to at least make pcl build.

Uwe Hermann d11fac3d7e update package libusb1 
The 1.0.19 release now uses VerSetConditionMask(), which is not
available by default in i686-pc-mingw32.static (but it *is* for
i686-w64-mingw32.static).

Thus, add 'CFLAGS=-D_WIN32_WINNT=0x0500' like in other packages
to make libusb1 also compile for i686-pc-mingw32.static.

VPN servers. HTTP servers don't do this normally.

425 Security: Bad IP connecting.

HTTP URLs were added to FTP URLs-only packages.
In many cases, ftp://ftp.gnu.org can be accessed
from http://ftp.gnu.org
If both URLs of a package are FTP, then one of them
was replaced with HTTP.

Command to check that those packages can be build successfully
if behind Tor:
$ torsocks make autoconf automake binutils bison cloog coreutils file freetds gcc gdb gettext gmp gnutls gperf isl libbluray libffi libgcrypt libgpg_error libidn libmicrohttpd libpng libxml2 libxslt m4 pthreads-w32 sed dcmtk mpfr

I've run the test above successfully.
