It's generally frowned upon to have more than one H1 per document in
HTML4. So let's put the text directly inside the header. This means we
can drop the flex-based centering, which makes things a bit easier. We
also need to change the padding to rem instead of em, because the em has
now changed.

This extension is not properly tested (testing for
GL_ARB_fragment_shader_interlock is not sufficient), and since this was
noted in review on August 28th no tests have been sent.

Adds suppport for INTEL_fragment_shader_ordering. We achieve
the fragment ordering by using the same instruction as for
beginInvocationInterlockARB() which is by issuing a memory
fence via sendc.
