Following commit for st_nir_link_shaders->nir_link_opt_varyings
may copy uniform variable from one shader to another, so delay
the nir_spirv link which contains mesa uniform information
update (gl_nir_link_uniforms) after it and align with glsl link.

There's no need to reserve the bottom 9 VARYING_SLOT_PATCH*, since
VARYING_SLOT_TEXCOORD won't be mapped there. This helps us match up with
nir_to_tgsi, which wasn't shifting down by 9 for patch.

GLES2 drivers are allowed to reject some GLSL constructs, like dynamic
loop bounds (which neither i915g nor vc4 can fully support), but gallium
hasn't had any way to trigger a link failure. Add a return msg to the
finalize_nir hook, which is called at the end of GLSL linking, and use
that. This means that some other callers of finalize need to do something
with the msg, and we (for now) just throw it away.

As part of adding support for inline uniforms in Iris, I was going to
add a finalize_nir hook. I went looking to see how other drivers use
the "optimize" parameter, and I discovered that *nobody* uses it at all.

gl_FragDepth default value is gl_FragCoord.z so if a shader does:
gl_FragDepth = gl_FragCoord.z
we can drop this assignment.

We don't want to have to deal with vector phis in freedreno, because
vectors are always split/unsplit around vectorized instructions anyways,
and the stated reason for not scalarising them (it hurting coalescing)
won't apply to us because we won't be using nir_from_ssa. Add this
option so that we don't have to do the equivalent thing while
translating from NIR.

The prog_to_nir->NIR-to-TGSI change ended up causing regressions on r300,
and svga against r300-class hardware, because nir_lower_uniforms_to_ubo()
introduced shifts that nir_lower_ubo_vec4() tried to reverse, but that NIR
couldn't prove are no-ops (since shifting up and back down may drop bits),
and the hardware can't do the integer ops.
Instead, make it so that nir_lower_uniforms_to_ubo can generate
nir_intrinsic_load_ubo_vec4 directly for !INTEGER hardware.

It is useful for the precisions of varyings to match across shader
stages at link-time to enable precision lowering optimizations, which
would otherwise require costly draw-time fixups.
The goal is to enable `producer->precision == consumer->precision` to be
an invariant drivers may rely on for linked shaders.

Every caller of associate_uniform_storage was doing this to safety-check
that the uniform storage didn't get reallocated, except for
st_deserialise_ir_program(). This ended up leaving an opening for
use-after-free without hitting the assert in the hot-cache case (and I
found it on freedreno). Having added it, it also reveals use-after-frees
in the drawpixels shader variant cases on llvmpipe and zink.

The requirement is that drivers must implement finalize_nir for
st_finalize_nir to be invoked at link time and before shader variant
generation. Without that, _mesa_optimize_state_parameters won't be called.

The resulting point-coord origin not only depends on whether
the draw buffer is flipped but also on GL_POINT_SPRITE_COORD_ORIGIN
state. Which makes its transform differ from a transform of wpos.

The fp64 emulation is not prepared for vectorized 64 bit code, so
if the driver doesn't ask for lowering to scalar by itself, do it before
lowering to soft-fb, and run a vectorizazion pass afterwards.

If no options are provided, existing intrinsics are used.
If the lowering pass indicates there should be offsets used for global
invocation ID or work group ID, then those instructions are lowered to
include the offset.

This information is exposed through shader->options->lower_int64_options.
Removing the extra arg forces drivers to initialize this field correctly.
This also allows us to check the int64 lowering options from each int64
lowering helper and decide if we should lower the instructions we
introduce.
