This allows mediump inputs and outputs to be trivially lowered into packed
16-bit varyings where 1 slot is occupied by 2 16-bit vec4s, without any
packing instructions in NIR and without any conflicts with 32-bit varyings.
The only thing that is changed is IO semantics in intrinsics to get packed
16-bit varyings.
This simplifies supporting 16-bit types for drivers that have 32-bit slots
everywhere except the fragment shader where they can do 16-bit interpolation
on either the low or high half of each slot.

There's reuse of values depending on the stage, so a function that
just takes the value might produce invalid results. All the codebase
was already changed to use the gl_varying_slot_name_for_stage()
instead.

It is currently a bitset on top of a uint64_t but there are already
more than 64 values. Change to use BITSET to cover all the
SYSTEM_VALUE_MAX bits.

If we were desperate to reduce bits, we could probably also use
shader_in/out for hit attributes as they really are an output from
intersection shaders and read-only in any-hit and closest-hit shaders.
However, other passes such as nir_gether_info like to assume that
anything with nir_var_shader_in/out is indexed using vec4 locations for
interface matching. It's easier to just add a new variable mode.

Missing in this commit are NIR intrinsics for the ObjectToWorld and
WorldToObject built-ins. Those are matrices and so they take a bit more
work and justify a separate commit. For now, we add the enums and leave
the SYSTEM_VALUE <-> nir_intrinsic conversion commented out.

New intrinsics are added for global invocation IDs and work group IDs to
deal with offsets in both. The only one of these that needs a system value
is global invocation offset, for CL's get_global_offset().
Note that CL requires very large work group sizes, so these intrinsics
are modified to be able to use 64bit values, for 64bit SPIR-V.

The line coord is a coordinate along the axis perpendicular to the line.
It is in the range [0,1] between the two edges of the line. It is
available at least on Broadcom hardware.

We can remove a bunch of conditional code at key comparison time by
computing a bitmask of used key bits at ir3_shader creation time. This
also gives us a nice place to put additional key simplification to reduce
how many variants we create (like skipping rastflat if we don't read
colors in the FS, or skipping vclamp_color if we don't write colors).
It does mean walking the whole key to AND it, but the key is just 28 bytes
so far so that seems pretty fine.

We include shader_enums.h from freedreno's compiler for both GL and
Vulkan, and the main/config.h include resulted in polluting the
namespace with things like MAX_VIEWPORTS that other Vulkan drivers use
as their driver-specific maximums.

We add enums corresponding to (GLES) blend state to shader_enums.h,
complementing the existing advanced blending enums in the file. This
allows us to represent blending state in a driver-agnostic, API-agnostic
way to permit lowering.

NV_compute_shader_derivatives allow selecting between two possible
arrangements (quads and linear) when calculating derivatives and
certain subgroup operations in case of Vulkan. So parse and propagate
those up to shader_info.h.

since we are still clarifying what is the right thing to do here.

This commit expands the current memory access enum to contain the extra
two bits provided for images. We choose to follow the SPIR-V convention
of NonReadable and NonWriteable because readonly implies that you *can*
read so readonly + writeonly doesn't make as much sense as NonReadable +
NonWriteable.

This VS system value contains if the draw command used to start the
rendering was an indexed draw command or a non-indexed one
(~0/0 respectively). Useful to calculate the gl_BaseVertex as:
(SYSTEM_VALUE_IS_INDEXED_DRAW & SYSTEM_VALUE_FIRST_VERTEX).
