To make sure that apps actually get something when the HW doesn't
support ETC2. To do that we decompress after every copy operation.
Includes a quite complicated decode shader. It is not bit-to-bit
equivalent to AMD APUs that support ETC2, but close enough to
pass CTS. Likely missing bits are related to the R11 and R11G11
formats where we decode to 16 bits but likely do the extension
differently.

RGP doesn't support previous generations. This can be enabled with
RADV_THREAD_TRACE_CACHE_COUNTERS=true.

The game calls vkGetSemaphoreCounterValue() with an invalid semaphore
handle and it crashes. This is an invalid Vulkan usage and it should
be fixed in the game. I reported the issue to the developers.
Workaround this temporarily (hopefully) by ignoring
vkGetSemaphoreCounterValue() if the semaphore is NULL from an internal
RADV layer.

The algorithm used for the BVH:
1) first create 1 leaf per primitive (triangle/aabb/instance)
2) Then create internal layers from the bottom up until we are left with
1 node in the top layer. Node i in the layer will have children
(i*4+0) ... (i*4+3) in the previous layer.
This results in a very naive algorithm but it is also very simple to implement.

The meson.build was unaware of transitive dependencies introduced by
Python imports.
Android still needs fixing. But I did not update the Android files lest
I break the build.
Ideally, we would fix this by using a Python runner that generates
a depfile, similar to how meson creates depfiles for C files by passing
flags -MD -MQ -MF to gcc. But this patch gets the job done, without
stalling on the ideal general solution, by manually tracking the Python
imports in new 'foo_depend_files' variables.

Having a single init function works as expected for shared llvm, but
when using a static llvm only one llvm will get initialized.
This commit introduces 2 separate init function:
- shared llvm = single public init function
- static llvm = one init function for each module using llvm

If a program like mpv uses both radeon_dri.so (because --vo=gpu) and
radeonsi_drv_video.so (because --hwdec=vaapi) then LLVM will be inialized twice.
The commit exports the ac_init_llvm_once so there's only one instance of the
function.
See also 18b12bf533 ("targets: export radeon winsys_create functions to silence LLVM warning")
which implemented this workaround initially.

This uses a meson builtin to handle -fvisibility=hidden. This is nice
because we don't need to track which languages are used, if C++ is
suddenly added meson just does the right thing.

SQTT is a hardware block that collects thread trace data (like
wave occupancy, timings, etc) for every draw/dispatch calls.
It's only supported on GFX9 at the moment but I will add other
generations support soon.
This is the first step towards profiling with RADV!
