automake: include git_sha1.h.in in release tarball 

Fixes:

make[2]: Leaving directory '/home/local/mesa/mesa-17.4.0-devel/_build/sub/src'
make[2]: *** No rule to make target '../../../src/git_sha1.h.in', needed by 'git_sha1.h'.  Stop.
Makefile:660: recipe for target 'all-recursive' failed
