gallium: rename texture query samples cap

This isn't specific to TGSI, so let's update the name to reflect
reality.

Because the name of the opcode was TGSI specific, let's pick a new one,
based on the naming of the PIPE_CAP_TEXTURE_QUERY_LOD cap.
