ntt: Set the output invariant flag according to the semantics
This is used by virglrenderer to create the correct shaders on the host. Fixes: dEQP-GLES31.functional.primitive_bounding_box.triangles.tessellation_set_per_primitive.vertex_tessellation_fragment.fbo when using ntt with virgl.
