i965/cs: Re-emit cs_state when surfaces have changed
Unlike rendering (BINDING_TABLE_POINTERS_*S), compute doesn't have a binding table pointers command. Instead it is part of the MEDIA_INTERFACE_DESCRIPTOR structure loaded by the brw_cs_state atom.
