ci/freedreno: Fix up the xfail/flake handling of a3xx texture functions.
There's only one that's been unstable for the last couple months, and it's almost always a fail, so just mark that one's state. Part-of: <https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/8510>
