panfrost: Flip texture/sampler fields
We had them backwards in both the command stream and the Midgard stack. In OpenGL ES 2.0, they're always the same, but in Vulkan/later-GL/CL they diverge so we can fix this. Signed-off-by: Alyssa Rosenzweig <alyssa.rosenzweig@collabora.com>
